On February 9th 2021, the bipartisan group of the "Japan Parliamentary Alliance on China Policy (JPAC)" issued a statement condemning serious human rights violations found in the Xinjiang Uyghur Autonomous Region of China. The BBC broadcast reported incidents of torture and sexual assault on women at the "re-education" facility with the intention of monitoring and controlling the Uyghurs in the Xinjiang Uyghur Autonomous Region of China.

The statement noted that the U.S. government had "identified the events happening to Uyghurs as 'genocide' and 'crimes against humanity' by the Chinese Communist Party." The statement also declared that "the international community must unravel the truth immediately. And we must stop the atrocities and unite to restore the dignity of those being oppressed."

The JPAC appealed to the need of a UN-led fact-finding investigation and urged the Japanese government to push the UN to start the investigation as soon as possible. They emphasized that prompt implementation of the Human Rights Infringement Sanctions Law is essential as the Japanese government can impose sanctions on perpetrators of human rights violations.

Prior to the announcement of the statement, the JPAC invited an executive of the Japan Uyghur Association to hold an assembly before the Japanese National meeting of congress.

The Japan Uyghur Association explained the situation of human rights violations by Chinese authorities, including "sterilization genocide" through large-scale forced sterilization of Uyghur women. The executive of the Japan Uyghur Association added "When the Nazis slaughtered Jews, the world could not stop it. Can we allow the same thing to happen to Uyghurs in China?” He also pleaded with the Japanese government to send a clear message that there is an act of undeniable genocide to Uyghurs in going on in China.
